What is the difference between Uniform Business Rates (UBR) and National Non Domestic Rates (NNDR)?

Are they the same thing? I know UBR are a tax levied on businesses in a local area, which is totalled and redistributed according to Central Government, but NNDR sounds exactly the same, but I don't want to make presumptions.
